We help organizations find out whether readiness works.
Founded in 2006, Mitigate America helps organizations prepare for disruption by turning plans into decisions, exercises and measurable improvements.
A plan is the starting point.
Organizations can purchase templates. AI can help develop plans. Technical providers can protect and restore systems.
But when disruption occurs, people still have to make decisions, communicate, coordinate resources, maintain critical operations and recover.
That's where Mitigate America focuses.
We learn how an organization operates, identify what matters, develop or strengthen practical plans, exercise the people responsible for executing them, identify gaps and help determine what should improve.

Royce Woodruff, D.Sc.
Founder · D.Sc., MPA, MSIT, PMP
Royce founded Mitigate America in 2006. His leadership career includes approximately 25 years of large-scale disaster recovery, multi-jurisdiction coordination, emergency management, planning, exercises and program leadership. He brings approximately 35 years of management experience and 14 years of emergency-management teaching experience. His credentials also include an MIT Professional Certificate in Cybersecurity.
That experience informs a practical approach to property assessments, cyber readiness, business continuity, crisis management and healthcare emergency preparedness.
What that experience brings to your organization
- Make complexity manageable. Bring multiple teams into a common operating picture.
- Prioritize what matters. Identify essential operations, limited resources and critical decisions.
- Create accountability. Translate plans and requirements into actions, responsibilities and owners.
- Exercise decision-makers. Put leaders in realistic situations before the actual event requires those decisions.
- Follow through. Turn exercise findings into practical improvements.
Why disaster experience matters to a business
A disaster and a cyber disruption look different, but the leadership problem is the same: incomplete information, competing priorities, many parties and limited time. We bring that discipline to private-sector exercises, continuity and crisis management.

We translate complex risks into understandable observations and practical priorities for homeowners and business owners. Career recovery figures describe Royce’s broader leadership experience, not property-assessment results or a specialist inspection credential.
