CMS emergency preparedness

Build it, fix it, exercise it.

Mitigate America helps healthcare facilities develop, correct and exercise the emergency preparedness program required under the CMS Emergency Preparedness Rule, scoped to your provider type.

Three ways we help

Start where your program is today.

Develop

Program development

We build or rebuild your program around the four core elements: an all-hazards risk assessment and emergency plan, policies and procedures, a communication plan, and a training and testing program.

Long-term care facilities also address emergency and standby power systems.

Correct

Deficiency correction

Cited for emergency preparedness? We review the statement of deficiencies, help you prepare the plan of correction and build the documentation behind each corrective action.

Contact us as soon as you receive the statement of deficiencies. Plans of correction are typically due within 10 calendar days.

Exercise & maintain

Exercises and annual upkeep

Tabletop and functional exercises, After-Action Reports and Improvement Plans, and the periodic review that keeps your plan, training records and contact lists current.

Who we work with

Medicare- and Medicaid-participating providers.

The rule applies to 17 provider and supplier types, and its requirements differ among them. We scope each engagement to the requirements that apply to yours.

  • Skilled nursing and long-term care facilities
  • Home health agencies
  • Hospice
  • Hospitals and critical access hospitals
  • Ambulatory surgical centers
  • Other participating providers and suppliers
Getting started

What we ask for first.

A short review of what you already have shows where to start: build, correct or exercise.

If you have been cited, tell us your response deadline first. We agree on an appropriate transfer method before you share the statement of deficiencies (CMS-2567) or other sensitive documents.

  • Your provider or supplier type
  • Your current emergency plan and risk assessment
  • Your policies, procedures and communication plan
  • Training and exercise records, and when they were last done
  • Your most recent survey results

Emergency Preparedness Program Review

A defined first step.

Use a scoped document review to understand what is in place, what needs attention and which actions should come first.

1 · Scope

Confirm the review

We discuss your provider type, facility, priorities and deadlines. The written proposal identifies the documents and requirements to be reviewed, deliverables, turnaround and fixed professional fee.

2 · Review

Examine the evidence

After agreement, we review the supplied risk assessment, emergency plan, policies, communication plan, training and exercise records, and relevant survey findings within the agreed scope.

3 · Prioritize

Receive your findings

You receive a written gap summary covering materials reviewed, missing or unclear elements, questions to resolve and recommended priorities, followed by a findings conversation.

Program development, correction work and exercises can be proposed separately based on the findings. An upcoming survey or correction deadline is confirmed during scoping; the review does not extend an agency deadline.

This is an advisory review based on the materials provided. It is not a regulatory survey, certification, technical inspection or guarantee of compliance. Sensitive documents are shared only after an appropriate transfer method is agreed.

Specific CMS requirements vary by provider/supplier type and circumstances. Mitigate America scopes each engagement to the client's applicable requirements. No engagement by itself establishes compliance; survey findings are determined by the surveying agency.
